HSE Officer (6 month assignment)

WSP is a renowned consultancy in the construction industry, specializing in site supervision for road, tunnel, highway, and bridge projects. We are looking for an experienced HSE Officer to join our team for a 6-month contract on an underground utilities infrastructure and roads project in Abu Dhabi. The successful candidate will have over 6 years of experience in HSE roles, with at least 3 years in the UAE, specifically in construction or infrastructure projects. This is a short-term assignment, with the potential for reassignment after the project’s completion, although no guarantees can be made.
Your new role, what’s involved?
Health, Safety, and Environmental Compliance:
- Safety Inspections: Conduct daily site inspections to ensure compliance with health, safety, and environmental regulations. Identify potential hazards and ensure corrective actions are taken promptly.
- Risk Assessment: Perform risk assessments and ensure that all high-risk activities on-site have appropriate risk mitigation measures and safe work procedures in place.
- Incident Investigation: Investigate accidents, incidents, and near misses to determine root causes and recommend corrective actions. Ensure that all incidents are documented in accordance with company and legal requirements.
- Compliance Monitoring: Monitor and enforce compliance with local and international health, safety, and environmental standards, including UAE regulations and project-specific requirements.
- Training & Awareness: Conduct safety induction and training programs for new workers and ongoing refresher courses for all site personnel to maintain awareness of safety protocols.
- Emergency Procedures: Ensure that emergency response plans are in place and that all workers are familiar with evacuation, fire, first aid, and other emergency procedures.
- Safety Audits: Perform regular internal audits of the construction site and health & safety management system to identify areas for improvement.
Site Safety Management:
- Safety Monitoring: Monitor daily operations and construction activities to ensure that safety standards are being met. Implement safety measures and provide guidance on hazard controls.
- PPE Enforcement: Ensure that all site workers are using the required personal protective equipment (PPE) at all times and that it is in good condition.
- Work Permits: Review and issue permits for high-risk activities, ensuring proper safety measures are in place before work begins (e.g., hot work, excavation, confined space entry).
- Toolbox Talks: Lead daily or weekly toolbox talks, focusing on specific safety issues or activities for the day, and ensuring all workers understand safety protocols.
- Record Keeping: Maintain accurate safety records, including training records, incident reports, and inspection reports, and ensure compliance with local authorities.
Environmental Compliance:
- Environmental Protection: Ensure that environmental protocols are followed, such as waste disposal, pollution control, and minimizing environmental impact during construction.
- Monitoring: Monitor activities to ensure that environmental risks are minimized, such as noise, dust, and emissions control. Report any potential environmental violations or concerns.
Coordination with Stakeholders:
- Reporting to Management: Regularly report to the Project Manager and senior management on safety and environmental issues, incidents, and trends. Suggest improvements based on observations and inspections.
- Liaison with Authorities: Coordinate with local health, safety, and environmental authorities for inspections and compliance matters. Ensure all necessary documentation and permits are in place and up-to-date.
We’d love to hear from you if you have:
- Education: A Diploma in Occupational Health & Safety, Environmental Science, or a related field. NEBOSH certification is an advantage.
- Experience:
- Over 6 years of experience in HSE roles, with at least 3 years of experience in the UAE, particularly in construction, infrastructure, or underground utilities projects.
- Hands-on experience in implementing HSE protocols in roadworks and utilities infrastructure projects is highly preferred.
- Knowledge:
- Strong understanding of UAE HSE regulations, construction safety standards, and environmental policies.
- Experience in conducting risk assessments, safety audits, and incident investigations.
- Communication Skills:
- Strong verbal and written communication skills in English (Arabic is a plus).
- Ability to effectively communicate safety instructions to workers and management, ensuring compliance across all levels.
- Problem-Solving: Ability to identify safety hazards and implement corrective actions in a timely and effective manner.
- Attention to Detail: Keen attention to detail in monitoring, reporting, and ensuring compliance with all safety and environmental regulations.
- Teamwork: Ability to work closely with project teams, contractors, and subcontractors to maintain a culture of safety and environmental responsibility.
- Organizational Skills: Strong organizational skills to manage multiple tasks, including inspections, documentation, and incident reports, while maintaining a focus on safety priorities.
